The 7-Layer UAE Legal Taxonomy (Canonical Data Model)
Eliminating Flat Disparate SchemasPrevious architectures flattened authorities, zones, and activity groups into loose string arrays. The new architecture enforces deterministic sovereign layers where each tier governs statutory rules:
Layer 1: Sovereign Emirate
The 7 federal emirates with autonomous local laws (Dubai, Abu Dhabi, RAK, Sharjah, Ajman, UAQ, Fujairah).
Layer 2: Jurisdiction Type
Constitutional regimes: Free Zone (Autonomous customs), Mainland (DET onshore), and Financial Freezone (Common Law English courts).
Layer 3: Issuing Authority
Sovereign licensing body that registers the corporate person and issues the certificate of incorporation (e.g. DET, RAKEZ, JAFZA, DIFC).
Layer 4: Physical Economic Zone
Real physical business park, manufacturing cluster, or maritime port where physical infrastructure sits (e.g. Al Hamra Industrial, KEZAD).
Layer 5: Statutory License Type
Legal scope category: Commercial (Trading), Industrial (Manufacturing), Professional (Services), Tourism, E-Commerce, Tech/Web3.
Layer 6: Activity Group / Subsector
Sovereign cluster grouping related trades under federal ISIC Rev 4 taxonomy.
Layer 7: Granular Business Activity
Single discrete commercial activity code (4-digit ISIC) with explicit permitted scope, exclusions, and mandatory ministerial NOCs.
